Why Small Business Owners Need Professional Shredding
Small business owners often try to handle document destruction in-house with consumer shredders or by tossing files in regular recycling. Both approaches create liability. Consumer shredders break under the volume of even a small business. Regular recycling violates state data security laws when bins contain personal information. The risk feels remote until a dumpster-diving incident turns into a customer notification obligation.
Federal and state laws applicable to small businesses keep expanding. The FACTA Disposal Rule applies to any business using consumer reports, including most employers running background checks. The IRS imposes 7-year retention on most tax-related records. Massachusetts 201 CMR 17 (the Standards for the Protection of Personal Information) requires written information security programs for any business that owns or licenses personal information about Massachusetts residents. New Hampshire RSA 359-C imposes similar requirements.
Volume builds up faster than most owners expect. A 5-employee retail shop generates 200 to 400 pounds of paper per year between payroll, tax returns, customer orders, and supplier invoices. A small construction company adds bid documents, vendor contracts, and project records on top. After 7 years, that builds to a serious storage problem and a serious compliance risk.
Generic shredding services aim at larger clients with monthly contracts. That pricing structure does not fit small business reality. Most small business owners need shredding 1 to 4 times per year, not weekly. My Document Shredding designed our pricing for exactly that pattern: pay per pound, walk in or schedule pickup, get the certificate, move on. No contract, no minimum, no recurring fee.
Three Laws Every Small Business Owner Should Know
MA 201 CMR 17
Massachusetts Standards for the Protection of Personal Information require all businesses owning or licensing personal information about MA residents to maintain a written information security program (WISP). Includes secure disposal requirements.
FACTA Disposal Rule
The Fair and Accurate Credit Transactions Act Disposal Rule (16 CFR Part 682) applies to any business that uses a consumer report for business purposes. Most small businesses running background checks on hires are subject. Professional shredding satisfies the rule.
NH RSA 359-C:19
New Hampshire requires businesses holding personal information to maintain reasonable security including secure disposal practices. Applies regardless of business size. Mirrors Massachusetts requirements for NH-residing customers.
What This Means In Practice
Small business owners should treat document destruction as part of their broader information security program. Our NAID AAA destruction satisfies federal and state requirements. Keep your Certificates of Destruction with your WISP documentation. Audit-ready.

How a Burlington Contractor Cleared 6 Years of Project Files
A residential remodeling contractor in Burlington contacted us in March 2025. Their problem: 6 years of project records, bid documents, customer credit applications, employee files, and vendor invoices stuffed into the office back room. The owner wanted to clear it before tax season ended and before bringing in a new bookkeeper.
Volume estimate: 1,400 customer project folders plus 200 employee files, plus general business records. Estimated weight: 1,800 pounds. The owner had two requirements: keep total cost under $2,500 and document destruction for their FACTA compliance file given they pulled credit reports on financing customers.
We designed a single drop-off visit during a slow Tuesday afternoon. The owner brought everything in his truck (3 truckloads over 2 hours). We weighed each load, shredded in batches while he waited, and issued one consolidated Certificate of Destruction at the end of the visit.
Total cost: $1,816 including all fees. Total time: 4 hours from arrival to final certificate, completed in a single afternoon. The contractor filed the certificate with his FACTA documentation. His insurance carrier accepted it as evidence of proper data destruction at his next policy renewal.
“I had been quoted $4,800 by a national company plus a 12-month contract. My Document Shredding did the job in one afternoon for under $2,000. The certificate satisfied my insurance carrier. I will use them again for the annual cleanout.” Owner, Burlington Remodeling Contractor

Frequently Asked Questions From Small Business Owners
IRS recommends 3 years for most returns, 6 years if income is underreported by 25 percent or more, and 7 years for losses on bad debts or worthless securities. Records related to property should be kept until the period of limitations expires for the year you dispose of the property. Most small business owners standardize on 7 years for everything. After retention, secure destruction protects you from future audits and identity theft.
If your Massachusetts-based small business owns or licenses personal information about MA residents (employees count), then yes, 201 CMR 17 requires a Written Information Security Program (WISP). The WISP must address secure disposal. Keeping Certificates of Destruction from professional shredding is the simplest way to document your disposal practices.

The drop-off rate is 99 cents per pound with no minimum, plus $34.90 in mandatory fees per job. A typical 100-pound load costs $133.90 total. Most small businesses bring everything once or twice a year and the total stays under $500 even for larger volumes.
